When the auctions were finally implemented in the early 1990s in the United States, these arguments ceased to be relevant.</p>
<p>A few excerpts from a white paper “Enabling Equity and Efficiency through Auctions in India”, Sumita Kale, Indicus Analytics, to be published by Liberty Institute, New Delhi 2008.<span id="more-218"></span></p>
<p>Role of policy makers &#8211; One of the crucial impediments to an efficient solution in the spectrum market is the oligopolistic structure of the telecom industry in India and the relationship with the government. On one hand, the incumbent being government owned has an unfair advantage with access to policy makers, and on the other hand, in the tangles over inefficient allocations through the auction route, private firms were quick to learn the necessity of being close to the political establishment. There is considerable literature on the changes needed in auction design, in the telecom industry structure and in the regulatory environment. However, the key issue in India in the context of spectrum allocation in general and an auction in particular, lies in resolving the inconsistency and lack of clarity from policy makers. It is not just in the auction sphere that there have been flip-flops as documented in the previous section; confusion continues to reign in the allotment of incremental spectrum in the last few months. It is not enough that the regulator, TRAI has recommended auctions, the government has insisted on a first come first served method and even here has displayed the same tendencies of favouring particular firms, like the 1992 auctions and HFCL instance. As a result, a statement made seven years ago is still valid – “It appears that, while the instruments for managing public service regulation and defaults were ‘right’, supporting institutional mechanisms and political will for implementing them were not adequate”.</p>
<p>With technology advancing rapidly, the mobile phone has become an instrument of communication, information and entertainment. M-banking and provision of microfinance through the mobile phone have become a reality, making the objective of financial inclusion in rural areas a feasible business venture. Value added services through mobile phones have the potential for not just raising revenues for the telecom operator, but for contributing to economic growth and regional development through applications in governance, transport, medicine, agriculture, finance etc. There has to be a broader dynamic view taken to find the process that will allow access to users who can exploit the resource most efficiently and provide maximum value to the economy.</p>
<p>Though there are some who feel that India has the a crowded spectrum market with up to seven operators in a circle, Ashok Desai argues that, “ heavy fixed investment requirements limit the number of wire line operators, but there is no limit to the number of cellular operators, other than the one imposed by licensing policies.” His radical suggestion is to remove licensing requirements completely and open the spectrum management space to an independent technical entity, rather than a committee under the Department of Telecommunications. The role of the government then moves away from licensing to ensuring interconnection, to set up a technological framework that will allow interconnection of a large number of operators and to set minimum quality standards.</p>
<p>With increasing convergence, as demands for spectrum grow, the issue of spectrum access rights that can be freely traded must be addressed. This calls for an open entry spectrum system where no oligopoly can survive as any user can enter anytime by paying the price for access that is continuously determined by the prevailing demand and supply conditions, a system run by a clearinghouse of users. There are numerous technical, legal and regulatory issues that are involved in setting up such a system but this is the need of the hour. A market solution is inevitably the best way forward but for the process to go through unhindered, it again requires support from the government and regulatory authorities.</p>
<p>For a country like India aiming at double digit growth, where resources are scarce, auctions provide the most preferred solution for allocation and pricing, on both theoretical and practical grounds. There is however serious issues of market structure, power of incumbent firms, political influences and auction design that have to be dealt with, which reinforces the need for informed public debate.</p>
<p>Often a method is rejected on theoretical grounds, for instance, the use of auctions in spectrum licences was opposed on the argument that competitive bidding was not feasible and that it interfered with the government’s ability to regulate broadcasters. When the auctions were finally implemented in the early 1990s in the United States, these arguments ceased to be relevant. Often a method is rejected because of irregularities in implementation in the past, but the process of learning can reveal how to resolve these issues in practice. In the case of spectrum auctions, the designs have evolved over the years, becoming more refined as errors and omissions are corrected. Often practical and simple ideas are rejected out of ignorance or out of disbelief that simple ideas can work There are innumerable applications for the use of auctions in the economy; in every case, it is the common man who as consumer or taxpayer stands to gain and it is for this reason alone that auctions should take first place as a solution to resource allocation in a country.</p>

			<content:encoded><![CDATA[<p>At last, the largest diamond in the world had found a worthy contender. Under preliminary forecasts of experts the weight of the new diamond-champion is one 1.5 kg.</p>
<p>Before now the largest diamond in the world was the Cullinan diamond. This diamond was found in the British province Transvaal (nowadays the Republic of South Africa) in 1905. The weight of the ex-champion Cullinan is 3106 carat (621.2 gr.). The diamond was named for Sir Thomas Cullinan, who had discovered the Premier in Transvaal three years earlier. The diamond amazes not only by its size but also its cleanliness, absence of mineral inclusions, cracks, and bubbles.</p>
<p>The Cullinan diamond was presented to the reigning British monarch, King Edward VII, in 1907. It&#8217;s interesting that diamond represents a splinter (about 1/3 part) of larger diamond, but it haven&#8217;t found till now.<span id="more-204"></span></p>
<p>The diamond was cut into 9 large stones and about 100 smaller ones by I.J. Asscher and Company of Amsterdam. The Cullinan diamond decorates the brow of the Imperial State Crown of Great Britain about one hundred years.</p>
<p>Nowadays, the 7000-carat diamond (1.5 kg) was found in the same country. Under armed guard the new diamond will be delivered in Johannesburg, the capital of the Republic of South Africa, where diamond will be determined its exact weight and the size with a help of special technical equipment.</p>
<p>What company possesses this precious find? It is not yet announced. However, during all last century the leadership in world production of diamonds belonged to giant De Beers who supervised about 65 % of all diamond market till now.</p>
<p>Today the Republic of South Africa takes fifth place in extraction of rough diamonds in the world, giving place only to Australia, Botswana, Russia and Congo.</p>

<p>In the beginning of August a big deposit of rough diamonds was discovered in Yakutia. Russia&#8217;s diamond giant Alrosa has discovered a big deposit of rough diamonds in Yakutia. The worth of its reserves is estimated at $3.5 billion. The deposit of such extent was last discovered in Yakutia ten years ago.<br />
The new Verkhne-Munskoe deposit unites three kimberlite pipes located 130 kilometers from Udachninsky Mining and Processing Plant of Alrosa. The deposit is forecasted to last for 25 years, yielding from 1.2 million tons to 2 million tons of stones.</p>
<p>In terms of geological survey, Alrosa has outmatched the best indicators of former Soviet Union, the company announced in the news release of April 2007. Nowadays, for instance, Alrosa is setting up the 4th exploration expedition in the northern part of Yakutia&#8217;s diamond province.</p>
<p>It is mentioned that Russia had became the first country in volume of export of rough diamonds in 2005. To tell the truth, the Russian Federation had taken the top position only by physical volume of the diamonds taken out abroad. The leader in the finance of export had become the Botswana (25 % of world&#8217;s diamond export). It is supposed that in 2007 Russia will increase considerably in turnover because of the opening of new diamond fields.</p>

<p>Wood is the oldest mannequin material. Some benefits of wood include sturdiness. Moreover, customization can be carried out on a small scale quicker than other materials. <p>Of course there are negative aspects of wood mannequins. <span id="more-202"></span>Inherently they are extremely heavy which causes challenges in handling and increases the cost of transportation. Moreover, polystyrene is lighter weight than other materials and presents a cheaper transportation cost to the consumer. Also, polystyrene can be injected with dyes and formed into a variety of aesthetically pleasing colors. Pleasing the buyer, polystyrene mannequins are often the cheapest cost mannequins to manufacture.</p>
<p>The flipside to polystyrene is the difficulty in achieving realism. It cannot be sprayed over with lifelike paint and thus the mannequin can only achieve abstract renditions. Moreover, the mold is extremely expensive to manufacture due to the precision required and the selection of styles and poses and restricted. Finally, the finish and look of polystyrene matches its price; it is a cheaper looking product.</p>
<p>Fiberglass mannequins have moved to the front as the preferred mannequin manufacturing material. The reasons are clear. Fiberglass achieves adequate sturdiness matched with weight. Assuming adequate care is taken in packaging and shipping, fiberglass mannequins will ship for a moderate price and last a long time. Fiberglass can be touched up with paint or painted over completely, should the consumer require a different look. Paints adhere well to fiberglass and artists can render the most lifelike renditions over a fiberglass surface. Fiberglass can be constructed with fabricated joints to permit some posing and articulation in the joints. As fiberglass mannequins are the most preferred construction material the price point, due to competition, is the lowest for these types of mannequins.</p>
<p>The downside to fiberglass is sturdiness. While dropping a body part a few inches will likely not cause extensive damage, knocking a rigid fiberglass mannequin onto the floor from a standing position will likely result in shattered pieces. Moreover, fiberglass tends to scratch easier than other materials and will have to be touched up more frequently. Fiberglass mannequin paint, when placed inside a non-UV protected retail window will fade when exposed to the sun quicker than other materials.</p>
<p>While there are three primary materials utilized in mannequin construction fiberglass has emerged as the preferred. Fiberglass’s price, sturdiness and realism are the most important factors driving consumer purchases of mannequins.</p>
